The object of voter id is disenfranchisement.

Via Political Wire:

Missouri Democrats estimate that the new law requiring most voters to have a photo ID to cast a ballot will disfranchise thousands in November — most of them Democrats.

Bottom line, they say: Democratic U.S. Senate candidate Claire McCaskill could see her vote total undercut 1 percent. In a close race, that could be significant.

This is the object, not a side effect, of voter id: not reduction of fraud, but disenfranchisement of Democratic voters.
