Why do Republicans hate tax cuts?

Virginia's Democratic Governor, Mark Warner, has offered a tax proposal that will increase tax revenues by $1 billion, yet reduce tax payments for two-thirds of Virginians. How? By raising the sales tax, cigarette tax, and income tax on income over $100,000 per year, while lowering the grocery tax, car tax, and income tax on income under $20,000.

Although this plan reduces taxes for two-thirds of Virginians, Virginia Republicans consider it a tax increase. Yet their plan, an increase in the sales tax, will raise taxes on every Virginian - and raise $250 million less in revenue than Warner's!

Hence my question: Why do Republicans hate tax cuts?
