Who is Donna Arduin?

Moody's and Standard & Poor's, the two major bond rating agencies, give New York the second-lowest credit rating of any state, ahead of only Louisiana, a reflection of their view of the state's long-term fiscal health. . . .
"We have fought to make sure that the budgets we put together here were based on conservative revenue estimates," said Donna Arduin, Mr. Pataki's first deputy budget director. "We have managed spending very carefully, and the result has been growing surpluses every year."
