How is this pandering?

Says Howard Kurtz, "I don't recall much that John Edwards said, except that he won the Latino panderfest by promising to create a National Translation Center."

Is it pandering to ensure that every patient be able to communicate with their doctor, as is the goal of Edwards medical translation hotline?

Update: No, it's an insidious scheme to "to expand a whole new category of malpractice litigation - erroneous translation," says The Corner. Yes, because a medical translation hotline would increase the number of translation errors compared to the current system, which I assume involves shouting and gesturing by both doctor and patient.
